Derbyshire County Welfare Advisory Committee

Meetings of the Derbyshire County Welfare Advisory Committee (CWAC) are held quarterly.  For dates of any forthcoming meetings follow the link to CWAC Meetings.

The CWAC has the following Terms of Reference approved by the County Committee in accordance with County Bye-law 26.

1. The Committee shall act in accordance with the provisions of the Royal Charter, the County Bye-laws and these Terms of Reference.

2. The Committee shall consist of however many members the committee consider is practical. In compliance with the Royal Charter, Committee members do not necessarily have to be Members of The Royal British Legion and they shall be appointed with regard to their appropriate experience and qualifications.

3. The Committee shall appoint its own Chairman, who shall be a member of the County Committee. Six members shall form a quorum.

4. The County Chairman and Vice Chairman are ex-officio members of the Committee. They shall be entitled to express their views at Committee meetings but shall possess no voting rights on the Committee, nor form part of the Committee for the purpose of counting a quorum.

5. In conjunction with the County Manager and County Welfare Officer (CM/CWO), the duties of the County Welfare Advisory Committee are:

a. To carry out a detailed survey of Branch Welfare Committee activity throughout the County, identifying those localities with no cover or where the Welfare Committee covers too large an area.

b. In areas inadequately covered, to appoint trained individuals to act as Legion Caseworkers reporting to, and acting on behalf of, the C/DWAC, co-ordinated by the CM/CWO.

c. To promote and ensure the fullest utilisation of all Legion welfare schemes.

d. To ensure that C/DWAC Caseworkers attend the National Caseworker Training Course and the annual updating courses run by the CM/CWO.

e. Under the guidance of the CM/CWO, to organise supplementary training programmes for existing and potential C/DWAC and Branch Welfare Committee Caseworkers;

f. As advised by the CM/CWO, to take part in Caseworker co-ordination and co-operation projects involving other charities and welfare organisations.

g. To build and maintain the expertise necessary to interpret and apply statutory rules and regulations and local legislation covering benefit systems and Social Services.

h. Under the guidance of the CM/CWO, implement the Trustees' welfare strategy, with annual aims and objectives, and to include those aims and objectives in the County Plan.

i. To co-ordinate the disbursement of County welfare funds under the direction of the CM/CWO and authority of the County Committee.

j. To publicise the Legion's benevolent work to:

•  The general public within the County area.
•  Key decision-makers e.g. doctors, social workers, hospital staff.
•  Other Ex-Service charities and civil welfare organisations.
•  Legion formations.
